Federal prosecutors are being asked to launch a probe into the 2013 death of Bradley Ballard, 39
Ballard
died shortly after being found in his cell naked, covered in feces and
badly infected from a piece of cloth he tied tightly around his genitals
A state panel concluded that Ballard's treatment was 'so incompetent and inadequate as to shock the conscience'
