ATLANTA – A lawsuit has been filed against the Miami-Dade County
Police Department over a horrific case of brutality against an unarmed
citizen, according to a report by Courthouse News Service.
The incident began when Roberto Valderrama and his friend were pulled
over for a traffic stop by Officer Carl Rosseau in January 2006.
Roberto allegedly had a tiny smoking pipe that his friend had given him earlier.

Officer Rosseau claimed that he saw Roberto’s friend give him a
“gun,” but Roberto clarified that it was not a gun but a pipe for
smoking.
Presumably not wanting to be a victim of the War on Drugs, Roberto
told Officer Rosseau that he discreetly disposed of the pipe out the car
window once they noticed the Officer was pulling them over.
During this interaction, Roberto made sure to keep his hands clearly
visible on his knees, since he knew that the Officer suspected a “gun”
was in the vehicle.
