Police officer in Florida suspended after throwing food at a handcuffed suspect while talking to him like a dog and laughing as he watched him eat peanuts off the floor

  • Andrew Halpin shown throwing food at the suspect's mouth in county jail 
  • Handcuffed man slumps onto ground and tries to retrieve dropped food
  • Suspect named as homeless Randy Miller, arrested on trespassing charge
  • Halpin has been placed on paid leave pending an internal investigation
