- Ernest 'Dollar Bill' Moore, 39, turned himself into police after a nationwide warrant was issued for his arrest
- He has now been indicted on charges of felonious assault and kidnapping
- Police say he committed 'pure torture' on a man in July in Chillicothe, Ohio
- The victim was 'punched, kicked, assaulted with a broom, burned with lighter fluid and silverware heated from the stove'
- Police think Moore also has information about six women in Ross County who have either been murdered or gone missing in last 16 months
- Officers believe Moore knew the women and that all six also knew each other in some capacity
- However they are not calling Moore a suspect or even a person of interest in the deaths and disappearances
