A CPS failure: The short lives of Shaun and Delylah Tara

SALINAS -- As the social worker interviewed Shaun and Delylah Tara and their older half sister in their dirty, cluttered apartment in this Central Valley town, cockroaches scurried across their bedroom walls.
On this Aug. 27 visit, the social worker with Monterey County Child Protective Services who started tracking the children and their guardian Tami Huntsman in April, made several observations: bruises and scratches on 6-year-old Shaun's forehead. The 9-year-old sister's shaved head caused by repeated lice treatments burning off her hair. The kids' bloodied legs from scratching their many flea bites.
