HARRISBURG- Many of the recommendations by a Dauphin County grand jury convened
after the maltreatment death of a 9-year-old boy are already in place
at the Children & Youth Services agency, the interim director said
Thursday.
Joe Dougher, who came back from retirement to head the agency,
addressed reporters Thursday immediately after District Attorney Ed
Marsico released the grand jury's findings, which excoriated recent
changes inside the agency and its lack of training, supervision and
management.
Dougher acknowledged that "serious mistakes and errors in judgment
were made in the past. This is something everyone" deeply regrets, he
said.
Dougher said a gag order and ongoing investigation prevented him from
speaking specifically about the death of Jarrod Tutko, Jr., who starved
to death last year, alone in his feces-covered room that was locked
from the outside. Deputy District Attorney Sean McCormack called it a
"dungeon."
